In reply to your telegrams Nos. and 6, the Viceroy

has today replied claiming that Chou is the owner of the coal in

question, holds Fung's accounts to be incorrect, and requires that Fung's native book-keeper be brought up to Canton to be cross- examined. As for releasing the coal, the Viceroy makes no mention,
